For renewal and initial transactions, a fee is due to cover the costs of maintenance and technology upgrades for the driver license and identification card systems. This fee is not included in the prices listed above. A name and/or address change is free, but any additional changes require a new application. An address change that is not Virginia-based must be accompanied by a certification letter on U.S. government letterhead from your your spouse's commanding officer or supervisor who confirms that you are an employee of a civilian contractor or active duty military personnel stationed outside the Commonwealth of Virginia.
